Damian Gjiknuri

Mr. Damian Gjiknuri was born in Tirana, on May 25, 1972. He lives in Tirana and is married to Ms. Rovena Gjiknuri (Agolli) and has a son named Aleks.

Mr. Gjiknuri has a Bachelor Degree in Law from the University of Tirana (1994) and Master’s Degrees in Public Policy and Law issued by the Monterey NPS School, California (2004), United States and London College of Law, Great Britain (1996). In addition, he has completed post-graduate courses at the Centre for Security Policies, in Geneva (2000) and International Law at Leiden University, the Netherlands (1994).

In the course of his professional activity, Mr. Gjiknuri has participated in many training courses organized by various educational and professional institutions in the United States and the European Union, with focus in the areas of security, special investigation techniques, criminal investigation, public contracts, concessions, public policies, electoral laws, etc.

Mr. Gjiknuri is member of the Socialist Party since 2005 and has been an elected Member of Assembly for Elbasan (Gramsh) constituency in 2009 and 2013. He has been appointed as member of the Chairmanship and Secretary for Electoral Issues of the Socialist Party since 2011. In 2007, he was appointed as Assistant Secretary for Legal and Electoral Issues and is co-author of the 2008 Electoral Code.

Gjiknuri was appointed member of the Law Committee of the Assembly of Albania for the period between 2009 and 2013 and co-chair of the Electoral Reform Committee (2011-2012).

Before his election as a Member of the Assembly in 2009, Mr. Gjiknuri worked as director of a law office and as legal consultant for economic regulatory reforms in Albania and the region, funded by EU, USAID, GTZ, etc. He held various public offices until 2005: Chief of Staff of the Minister of Public Order (2005), Secretary General of the Ministry of Defence (2001-2005), Director of International Cooperation and Agreements and the Ministry of Public Order and  National Coordinator for Justice and Home Affairs in the process of opening negotiations with EC (1999-2001), Head of the Planning and Orientation Unit in the State Intelligence Service (1998), first instant court judge (1995-1996), legal expert in various institutions (1994-1995).

He is fluent in English and has very good knowledge of the Italian language.
