Besfort Lamallari was born on July 18, 1987, in Peshkopi, Dibër. From September 2025, he holds the position of Minister of Justice.

Earlier, from October 2017, he served as Deputy Minister of Internal Affairs, and since 2020 he has represented the Republic of Albania as the Negotiator responsible for Chapter 24 ‘Justice, Freedom, Security’ with the European Union.

In November 2019 and April 2020, he served as a delegate of the Government and the Inter-Ministerial Committee on Civil Emergencies, respectively for the management of search-and-rescue teams in response to the consequences of the devastating earthquake in Durrës, and for addressing the epidemic caused by Covid-19 in the Shkodër region.

Mr. Lamallari completed his undergraduate studies in Law at the University of Tirana in 2009.

In 2013, he graduated from the University of Oxford with a Master of Science in Criminology and Criminal Justice.

Earlier, he pursued postgraduate studies in Italy, earning an LL.M in “International Cooperation against Transnational Organized Crime.”

He has received training from the German Council on Foreign Relations (DGAP), the School of Security Studies – University of Copenhagen, as well as the Academy of Political Studies – Council of Europe Program.

Mr.Lamallari brings extensive academic research experience, highlighted by his role as an independent researcher and author of several studies in the fields of organized crime, radicalization, and terrorism.
